Regional councils in North Carolina provide a wide range of services to their local governments. The range varies from region to region based on member needs.  However, each council is committed to providing quality services to their members.  To ensure success of this commitment the regional councils have signed an Inter-Regional Cooperative Agreement allowing them to cross regional boundaries to provide those services across North Carolina.

In addition to the services listed below, the regional councils serve as the convener on numerous occasions and in a myriad of issues by local, regional, state and federal partners. They have been instrumental in creating regional solutions by fostering regional collaboration and partnership building across the state of North Carolina aging programs.

TRADITIONAL SERVICES

Community and Economic Development

Building the relationships between community and economic development is a vital role of regional councils.  Their work ranges from water and sewer infrastructure to housing to overall comprehensive economic development planning and all the items that fall in between. To accomplish this, the regional councils of government partner with both federal and state resources as well as private partnerships.

Grant Writing and Management

Regional councils provide grant writing and management services for their member governments and various non-profits in their communities. Those services are provided to their local governments upon request.

Planning and GIS Mapping Services

Regional councils provide planning services and several have extensive capacity in many fields such as water resources, transportation, and environmental fields. They work cooperatively to provide statewide planning and GIS services when requested by various local, regional, state and federal agencies.

State and Federal Program Management

The regional councils provide numerous federal and state programs across North Carolina. They administer aging, transportation planning, CDBG grants, HUD grants, data collection, housing programs, etc. They are considered the primary organization for the delivery of services across North Carolina.

Workforce Development

Regional councils increase the state’s competitiveness by working with their Local Workforce Development Boards to link employers, economic developers and job seekers therefore ensuring a qualified labor force in communities throughout the state.

Convener for Collaborative Solutions

The regional councils provide a neutral space for solving challenges that arise in communities across their region. They provide professional facilitation and many times expertise in critical areas as they lead the process through collaboration and respect for all stakeholders.   

Administrative and Financial Services

Many small local governments are faced with more to do and less resources to carry out their mission.  The regional councils offer administrative and general financial services for their local governments.  In some cases this service is only temporary and in other cases it is a long-term, contractual arrangement that work well for both parties.

Interim Executive Management and Executive Search Services

The regional councils provide interim executive management for their members while they are going through the process of recruiting new staff leadership.  The councils provide these professional services at more a reasonable price than many of the private consulting companies in this field and are more familiar with their member government needs.  

Strategic Planning and Facilitation

Regional councils assist local governments with budget and financial planning, dispute resolution and retreat facilitation.

Financial Administration and Back Office Support

Many small governments contract with regional council to provide financial and administrative support.  The economies of scale created through these regional solutions have saved small communities thousands of public tax dollars.

Human Resources

North Carolina’s regional councils take an active role in the delivery of human services on a daily basis.  Through aging programs, volunteer systems and innovative projects, regional councils service some of the most vulnerable citizens in their communities in need of transportation, health care and other basic needs.

Regional Procurement Vehicle

There is a national trend for centralized procurement of goods and services to create cost savings and efficiencies.  The regional councils provide this solution to their member governments upon request when the need arises.
